The One Washington Power Lunch the Political Class Cares About Today

?It?s just lunch!? insist the handlers for both participants in today?s most closely watched inside-the-Beltway meal.

But aides to President Barack Obama and former Secretary of State Hillary Rodham Clinton, who are set to sit down at noon at the White House, are keenly aware that almost no one in Washington believes the two are simply catching up.

Their shared declaration, after all, is also the name of a prominent matchmaking business, and the political class assumes the hidden agenda has something to do with setting the parameters for their relationship during the next three years.

Democratic operatives, potential Republican rivals and the pundits will all be scouring for any scraps of evidence suggesting the president will or won?t encourage a 2016 campaign by his one-time rival and then Cabinet member ? and any additional indications of whether Clinton has decided whether she wants to capitalize on being the overwhelming early favorite.

No one will be more interested than Vice President Joseph R. Biden Jr., who has regular lunches with Obama in the same West Wing dining room being used this afternoon. His decision about running a third time for the top job looks to rest significantly not only on what Clinton decides to do, but also on whether Obama sends any signal about which of his two closest advisers he?d prefer as his successor.

All three of them ran for the Democratic nomination in 2008, with Biden dropping out after capturing less than 1 percent in the Iowa caucuses and the others waging one of the closest primary and caucus campaigns in modern times.

The White House hasn?t revealed the menu or the planned duration of this afternon?s meal, but Obama?s schedule has him meeting at 2:15 with the 2012 World Series champion San Francisco Giants.

Conversation starters could range from the complexities of the Middle East to whether Diane Lane is the right choice to portray the former New York senator and first lady in the miniseries announced over the weekend by NBC.

It?s the first time Obama and Clinton have been together since this spring?s dedication of the George W. Bush presidential library in Texas.

Since leaving the State Department in February, Clinton has been making paid speaking engagements, worked with her family?s foundation on early childhood development and women? empowerment initiatives and has signed a deal to write a memoir of her diplomatic career for publication next year.

Baltimore Ravens Fantasy Football Preview

Greg Bosh is general manager of www.fantasyknuckleheads.com, a blog used by fantasy players around the world to get their rosters right for the fantasy season. He has some very interesting insight and predictions for how guys like Joe Flacco and Ray Rice will perform in 2013:

While Ravens fans are still coming off their Super Bowl high in the big win over the 49ers last February, the team has made some noticeable offseason moves that will have an impact on the fantasy football value of a few players for the upcoming season.

Coming off a Super Bowl MVP performance, Joe Flacco became the newest $100 million man in the NFL ($120.6 to be exact). Unfortunately, his fantasy value isn?t translating quite as well as his NFL value would dictate. Flacco is currently ranked as the 16th quarterback taken off the board in leagues that have already drafted, going behind divisional rivals such as Ben Roethlisberger and Andy Dalton. So while Flacco might be the biggest asset to the Ravens, his fantasy value is as nothing more than a QB2. I also don?t see that number rising anytime soon.

Why?

The most obvious reason is his stats. He simply doesn?t put up the numbers you?d expect from a top-notch to mid-tier QB1. In 2012, Flacco averaged 238 passing yards a game and 22 touchdowns. That adds up to roughly 13-15 points per game, depending on league scoring. When you consider other quarterbacks like Drew Brees and Tom Brady are hovering around 20 fantasy points or more a game, Flacco just isn?t cutting it.

The team also did themselves no favors by trading Anquan Boldin to the 49ers. While Boldin?s numbers never topped what he put up in Arizona, he was still the most consistent weapon in the Ravens? passing game. Not to mention he was a favorite of Flacco?s, which was clearly noticeable throughout the team?s playoff run.

With Boldin gone, this leaves Torrey Smith as the team?s new No. 1 receiver. Smith has flashed big-play ability in the past, but we simply don?t know how he will look in his new role. This unknown does Flacco no favors. Although, it has helped Smith?s fantasy value climb over the past several months. Smith is currently ranked as the 24th overall fantasy receiver, listed between Pierre Garcon and Antonio Brown. Even though his value is climbing, I don?t see Smith ever being a WR1. While he does have that big play ability, he gets hot and cold from game to game. A good example of this was when he amassed 7 catches and 144 yards against the Chargers in Week 12 (2012), but cooled off with only 3 catches for 33 yards the next week against the Steelers. He?ll teeter on the brink of WR2/WR3 status, but he is too unreliable as anything more.

The rest of Baltimore?s receiving unit is too much of a question mark. Will Jacoby Jones be an eventual sleeper if he can work his body back into shape? Is there another receiver who will eventually see some sleeper value? Make sure to check out our fantasy football sleepers section for up-to-date options as they pop up during training camps.

In regards to the team?s fantasy value at running back, look no further than Ray Rice. There isn?t really a whole lot that can be said about Rice?s fantasy value that hasn?t already been touched upon before. He?s still an RB1 in both PPR leagues and non-PPR leagues, but could we be seeing a bit of a change in the Ravens backfield? Rice?s RB1 status stays afloat in non-PPR leagues because of his receiving yards, but his rushing yards from 2012 (1143) were the lowest since his rookie season (454). Plus his touchdown totals dropped to 10, which were 5 less than the previous year. There have been subtle rumors that the team wants to get backup Bernard Pierce more involved in the offense this season. We?ve seen players like this garner offseason hype before, but most don?t live up to it. However, that little trickle of "what if" keeps Rice?s value in a subtle state of limbo until we see what role he and Pierce will have during the regular season. Regardless of what Pierce does or doesn?t do this year, he is still a must-have handcuff to all Rice owners. The team used him enough last year to show me he can slide right in as a starter if Rice misses time with an injury.

Chinese teachers get teaching experience at University High School, Los Angeles

WHAT:

In the largest program of its kind, 130 teachers from across China will have three days of hands-on practice teaching elementary, middle and high school students.

?

Some 170 students ? culled from schools all over Los Angeles (and with no fees required) ? will have a chance to take short-term intensive courses in Chinese language, calligraphy, taji and other traditional Chinese cultural arts as the teachers themselves learn to teach to American students.

?

While the hands-on teaching practice is new this year, this is the fourth year of the Chinese Guest Teacher Summer Institute, which is sponsored by the College Board, in collaboration with the National Council of State Supervisors for Languages and the UCLA Confucius Institute. The program receives support and funding from China's Confucius Institute headquarters and the U.S. government's Startalk Initiative.

?

In addition to guidance in methodology and U.S. educational practices, the program also seeks to raise the teachers' awareness about the diversity of American culture and to dispel stereotypes. Courses cover the way the American school system functions, classroom management, and U.S. communication styles and etiquette. Teachers first undergo a six-week orientation and training in China, followed by 10 days of intensive training at UCLA before they are sent to their assigned schools around the U.S., where they will teach for one to three years.

To ParkView Care Center owned or run by Diversicare management services home office located in Tennessee.
Neglect and abuse was present at the time i had my elderly father admitted as a resident in the Park view care center nursing home located in Paris Texas.
"Just imagine", if you where sick with some thing and you continued to get worse as the days went by how long would you stick it out before you went to see the doctor 2 days , 3days, 4days, 5 days , . The first month my elderly father was a resident in ParkView Care Center owned or run by [Diversicare management Services home office located in Tennessee] he went 23 days before one of the day nurse's decide he needed to be taken to the hospital.
I had been harping to nurse's about my elderly fathers condition every day before he was sent to hospital by ambulance[ I WAS IGNORED] .
To make a true and factual statement about 3 of the nursing homes i had my elderly father in ,i noticed one thing in common with all of the three nursing homes . The staff are friendly to family members when they are on the sight of the nursing home. If a family member makes a special effort like being at the nursing home every day 7 days a week for extended periods of time. The staff and the employees become paranoid about your presents, reason they get paranoid is they become lax and complacent in their duties and tend to set around and do nothing when ever they get the chance.

The following statement happened to me at ParkView Care Center located in Paris Texas. I had a female nurse make special effort to confront me for about three days in a row when i walked into to check on my elderly father, this nurse would walk up to me as i entered the ParkView Care Center nursing home and she ask me --(DONT YOU HAVE A JOB YOU NEED TO GO TOO ) this nurse was i assume trying to intimidate me i guess .
I was offended by this statement but said nothing at the time . The red headed female nurse did this the following 2 days as i went to visit my elderly father.
This kinda of behavior leads me to think that they [ OF COURSE I'M SURE THEY WOULDN'T ADMIT TO THIS THOUGH ] ' where trying to get me to stop my regular visits. [ GOD FOR BID I WOULDN'T WON'T TO INTERFERE WITH THE FOLKS CHAIR AND RELAXATION TIME, IF YOU CATCH MY DRIFT. ]
I myself have seen bed alarms at PARK VIEW CARE CENTER NURSING HOME go off beeping for 2 to 3 hours at a time from the elderly residence rooms ,which needed a nurse to check on them .The third shift was the worse! On regular occasion's the residence bed alarms would be ignored by the nurse's at the nurse's station for periods from 1hour up to 3 hours at a time. [ Good God where is the compassion , these people should be ashamed of their selves.] ,One night i was up late with my elderly father watching television in the front of the building .
I heard the night nurse scream at the top of her voice at one of the elderly female residence's. The night nurse jumped up from her chair [ setting down imagine that ] and trotted from behind the nurse's station the whole time screaming at the top of her voice at the elderly woman , as the nurse got close enough to the chair which the elderly woman set in , the nurse grabbed both arms of the elderly residents chair and the nurse placed her face about 2 inches from the elderly resident face screaming as loud as she could at the elderly resident, for spitting on the floor. The poor old lady had Parkinson's .
The elderly woman didn't realize where she was, the elderly lady was handicapped. The night nurse must have lost her mind . [scared the holy hell out of the old lady]. The nurse did not know i was up front with my elderly father watching television late in the evening when this event happened. Once the night nurse noticed me watching what she was doing , she quickly walked back to her chair behind her official nurse's station. The night nurse scared the old lady so bad the elderly woman did not say anything verbally out loud to anyone the whole time that i noticed while i was visiting at this nursing home and i was there 7 days a week 5 to 8 hours a day.

One thing i will not forget is the bed alarms which go off at night from the elderly residents rooms . The nurse's on the night shift set at the nurse's station and ignore the loud beeping alarms and the flashing lights. [good god this is pitiful] this was a regular thing on the late shift for the most part .
The most upsetting thing i happen to witness once was an elderly resident go code blue [ stop breathing ] one night . The young nurse on duty ran from the room to the phone to call the doctor on the phone [she said the doctor would not answer the page] then she gave up on trying to reach the doctor she then called her head nurse at home [this all happened about 9:45pm at night] .
Mean while the elderly resident has gone with out breathing for about 9 or 10 minutes at this point, the head nurse told the young nurse on duty to call 911 and get the EMS guys to try to revive him . She then called 911 the EMS guys took about 6 minutes to arrive . Point of this story is the elderly man coded blue and went about 14 too 15 minutes with out any attempt to revive him ,while i stood watching all this [I thought to myself good god is this the way you do things] 14 too 15 minutes is way too dam long to let an elderly person go before you attempt to revive him.
[ This code blue happened at LEGENDS NURSING HOME in Paris Texas ]. The things which go on in nursing homes is ungodly i could write a small book but i will keep the rest of this to my self for now.

I WOULD LIKE TO SAY THIS TO ANYONE READING THIS, IF YOU HAVE FAMILY THAT YOU TRULY LOVE AND ARE CONCERNED ABOUT ,"DO NOT" FULLY TRUST STRANGERS TO TAKE CARE OF YOUR LOVED ONES . One last note PARK VIEW CARE CENTER IN Paris Texas should be closed down . One more thing if your loved one dies while in the care of the Park view care center be prepared for a complete change in the way the staff at this facility talk with you and treat you if you return to discuss pro rated billing [ which means they try to stiff you with back dated charges] or to visit other residents at this nursing home .
The staff becomes real real paranoid and unfriendly . I even had the janitor walk up to me and with a condescending smile get in my face and he said [ don't make me have to throw you out of here] ""WHAT A DUM ASS THIS GUY WAS"".
I was always polite with all employees at this nursing home in fear that my elderly father might be treated badly in retaliation if i had made someone mad. I will post more about the Paris Texas Nursing homes in my area in coming articles . I WRITE THESE ARTICLES FROM MY EYE WITNESS FOR THE BENEFIT OF THE ELDERLY AND THE HANDICAPPED PEOPLE, WHO NEED ALL THE HELP THEY CAN GET BECAUSE THE ELDERLY FOR THE MOST PART ARE HELPLESS AND NEED THE YOUNGER PEOPLE TO GET THERE ASS IN GEAR AND HELP OUT NOT LOOK FOR A EASY WAY OUT .

Diversicare Leasing Corp. d/b/a Eureka Springs Nursing & Rehabilitation Center, et. al., case number 02-6822 in the Circuit Court of Pulaski County, Arkansas. The allegations against the Company include violations of the Arkansas Abuse of Adults Act and violation of the Arkansas Medicaid False Claims Act with respect to a resident of the Eureka Springs facility. This action is scheduled for trial on September 13, 2004. On February 18, 2004, the Company was served in six additional lawsuits filed by the State of Arkansas in the Circuit Court of Pulaski County, Arkansas. The six lawsuits involve fifteen patients at five nursing homes operated by the Company in Arkansas and also allege violations of the Arkansas Abuse of Adults Act and the Arkansas Medicaid False Claims Act. The six complaints, in the aggregate, seek actual damages totaling approximately $250,000 and fines and penalties in excess of $45 million. No trial date has been set in these six actions. Insurer WellPoint's 2Q profit soars 24 percent

INDIANAPOLIS (AP) ? Shares of WellPoint Inc. hit an all-time high Wednesday, after the nation's second-largest health insurer trounced second-quarter earnings expectations and detailed how it expects to benefit from the health care overhaul and other growth opportunities over the next few years.

The Indianapolis company's stock had already climbed 44 percent so far this year as of Tuesday, as investors have grown more comfortable with both the insurer's current performance and how the overhaul will affect it.

The federal law aims to expand insurance coverage to millions of people over the next few years. Much of that growth starts next year, when the state and federally funded Medicaid program for the poor and disabled people expands and customers start using income-based subsidies to buy individual coverage through insurance exchanges.

That represents a wave of new business for WellPoint and other health insurers, but investors have been wary of how fees and coverage restrictions imposed by the massive law will affect the sector.

CEO Joseph Swedish told analysts Wednesday morning that the exchanges and the expansion of Medicaid, among other factors, present growth opportunities that are "more compelling than we have seen in several years."

He said the company's annual operating revenue, which excludes investment gains or losses, could reach around $90 billion by 2016 compared to the $71 billion WellPoint expects this year. He expects that growth to help the company's profitability, although WellPoint officials decline to offer specifics on that.

Investors are starting to gain a clearer understanding of how the law will affect health insurers, and they also are heartened by the fact that it won't trigger a dramatic business shift next year, said Ana Gupte, an analyst who covers the sector for the investment research firm Dowling & Partners. She noted that the changes will instead develop over a couple years as people and businesses adjust to the law and shopping for coverage on the exchanges.

In WellPoint's case, investors also like how the company has done so far this year, Gupte said.

"There's more comfort with their execution at this point this year than last year," the analyst said.

The Indianapolis company topped expectations in the first quarter and then said Wednesday that it earned $800.1 million, or $2.64 per share, in the three months that ended June 30. That's up about 24 percent from $643.6 million, or $1.94 per share, a year ago.

Operating revenue soared 16 percent to $17.6 billion, and adjusted earnings were $2.60 per share.

Analysts expected adjusted earnings of $2.08 per share on $17.81 billion in revenue, according to FactSet.

WellPoint said a lower-than-expected increase in medical costs, spurred by provider rate negotiations and slower health care use, helped its performance.

The insurer's enrollment rose more than 6 percent to about 35.7 million people compared to the 2012 quarter, thanks to last year's $4.46 billion acquisition of Medicaid coverage provider Amerigroup Corp. That helped increase revenue.

WellPoint now expects full-year earnings of at least $8 per share, not counting one-time items like investment gains or losses. That's up from its previous forecast for $7.80 per share.

Analysts expect, on average, earnings of $8.03 per share.

In last year's quarter, the insurer reported an 8 percent drop in earnings and cut its forecast for 2012. A month later, former CEO Angela Braly resigned. Her replacement, Swedish, started at the end of this year's first quarter.

WellPoint ranks second in size to UnitedHealth Group Inc., which also reported enrollment gains and a better-than-expected second-quarter performance last week.

WellPoint shares rose as high as $90 in Wednesday morning trading for the first time since January 2008. The shares then retreated, falling 7 cents to close at $87.44 Wednesday.

PNC finances Emerge Energy

PNC Financial Services Group Inc., Pittsburgh?s largest bank, on Thursday announced it has provided a $150 million revolving credit facility to Emerge Energy Services LP that it will use to refinance debt and for general corporate purposes.

Emerge, based in South Lake, Texas, does business through subsidiaries Superior Silica Sands LLC., Allied Energy Co. LLC. and Direct Fuels LLC. It owns frack sand mining and processing operations, and has fuel processing and distribution segments.

PNC (NYSE: PNC) also provided treasury management and institutional investment products to Emerge.

The Bank of England will debut a British 10 pound Sterling banknote bearing the likeness of author Jane Austen.

LONDON -- Lovers of Pride and Prejudice will no doubt be shouting, "A thousand times yes!" when they hear that British 19th century novelist Jane Austen will become the face of the new 10 pound note.

The Bank of England made that announcement on Wednesday, defusing criticism that women are under-represented on the country's currency.

The writer of classics such as "Sense and Sensibility" and "Emma" will replace naturalist Charles Darwin on the reverse of Britain's most popular banknote.

Britain's central bank sparked an outcry in April when it announced former prime minister Winston Churchill would replace social reformer Elizabeth Fry on the reverse side of the five pound note, depriving the currency of its only female historical figure.

Mark Carney, the first foreigner to head the bank in its 319-year history, praised Austen as "one of the greatest writers in English literature" and said the choice of future banknote characters would be reviewed to ensure a row of this sort did not erupt again.

"We believe that our notes should celebrate the full diversity of great British historical figures and their contributions in a wide range of fields," he told a gathering at the Jane Austen House Museum in Chawton, the 17th century house where the author wrote some of her best-known novels.

The Austen notes are likely to come into circulation in 2017 and will feature a portrait adapted from an original sketch by Jane's sister together with the quote 'I declare after all there is no enjoyment like reading!' from Pride and Prejudice. ('A thousand times yes' does not appear in the book. That's a Keira Knightley special from the 2005 film based on the book.)

Reformist zeal
Carney, who headed the Bank of Canada before taking the helm of Britain's central bank on July 1, is keen to assert his reformist credentials in an antiquated institution where doormen still dress in top hats and pink tail-coats.

Whether Carney, who has four daughters, will succeed in redressing the gender imbalance on the bank's monetary policy committee remains to be seen. The nine-strong body has been male-only since May 2010, and only four women have served on the committee since its creation in 1997.

In his first public press conference since taking office, Carney made only the slightest reference to monetary policy.

"You can be comforted that our job at the Bank of England is to protect the value of the new Jane Austen note," he said. "In fact, maintaining confidence in our currency is the fundamental responsibility of your central bank."

Like many other countries, Britain changes the design of its banknotes at regular intervals to address counterfeiting risks.

While the sovereign has been depicted on British banknotes since 1960, the vast majority of historical figures - introduced in 1970 - have been men. The pioneering nurse Florence Nightingale appeared on the 10 pound note from the mid-1970s, but the notes went out of issue in the early 1990s.

On Tuesday, a group of LightSquared?s lenders filed a reorganization plan in bankruptcy?court, which should be conducive to Dish Network Chairman Charlie Ergen?s $2.2 billion bid for control of?the firm?s spectrum holdings. Dow Jones Newswires reports that the Ergen-led group said the?offer would?fund in full LightSquared?s $1.7 billion in bank debt. Last week, the latter?lost control of its own bankruptcy reorganization plan, and?said it expected multiple proposals?to reorganize the firm. The new proposal is intended only for LightSquared LP?s assets, which include 46?megahertz of?L-Band MSS spectrum.
