Chrissy Teigen's taste buds will be in for a treat when she ties the knot with John Legend this fall."He's such a romantic. He's so sweet," Teigen told PEOPLE about her husband-to-be at Surrender Nightclub's Summer of Swim party in Las Vegas on Friday. Even sweeter? What Teigen's plan for dessert.
"Food is really important to me," said the model and Model Employee host. "I'm not a big sweets person, which is why I'm really specific about the cake, which is going to be a really multi-layer cake. It's layers and layers of crepe and pastry creme in between with raspberry sauce."
On the big day, 27-year-old stunner will wear a Vera Wang dress and Legend will sing to her. But the cake, she said, is "the only thing I'm really specific about."
Delicious desserts aside, Teigen recently said she is also thrilled to be celebrating with friends.
"I'm excited. I can't wait for the ceremony. [John] and I have been working and traveling so much that we just let our wedding planner do everything. We're not neurotic about it. I just want to finally see?all of my friends in one area."

June 29 (Reuters) - Teenager Jordan Spieth and second-year tour player Roberto Castro shared a one-shot lead heading into the third round of the AT&T National after completion of the weather-interrupted second round on Saturday.
The 19-year-old Spieth and fellow American Castro finished their rounds on Friday and stood at seven-under-par 135 at Congressional Country Club in Bethesda, Maryland.
Argentina's Andres Romero, who had five holes to finish for the second round when the threat of lightning suspended play on Friday, made a late push to join them but bogeyed the par-five 16th on his way to a 66 and was one shot back on 136.
Tied at five-under 137 were big-hitting Belgian Nicolas Colsaerts (68) and South Korea's Lee Dong-hwan (66).
The cut came at three over par with Hunter Mahan among those failing to qualify for the third round. The former U.S. Ryder Cup player, who shot 72 for five-over 147, has been in the top 12 here four times, including a runner-up showing in 2009.
John Merrick aced the par-three seventh hole on Saturday with a six-iron from 178 yards but that was not enough for him to make the cut as he posted an even-par 71 for 147.
Castro and Spieth, a former University of Texas standout, are both seeking their first PGA Tour win, with Spieth competing on a sponsor's exemption this week.

SANFORD, Fla. (AP) ? Two neighbors and a police officer gave accounts Friday in George Zimmerman's murder trial that seemed to bolster the neighborhood watch volunteer's contention that he was on his back and being straddled by Trayvon Martin during their confrontation.
Neighbor Jonathan Good said it appeared the unarmed teen was straddling Zimmerman, while another neighbor, Jonathan Manalo, said Zimmerman seemed credible when he said immediately after the fight that he had shot Martin in self-defense. Officer Tim Smith testified that Zimmerman's backside was covered in grass and wetter than his front side.
All three were called as witnesses for prosecutors who are trying to convict him of second-degree murder.
Good, who had perhaps the best view of any witness, said he did not see anyone's head being slammed into the concrete sidewalk, as Zimmerman claims Martin did to him. Good initially testified that it appeared "there were strikes being thrown, punches being thrown," but during detailed questioning he said he saw only "downward" arm movements being made.
Zimmerman has claimed that he fatally shot 17-year-old Martin last year in self-defense as the Miami-area teen was banging his head into the concrete sidewalk behind the townhomes in a gated community.
Under prosecution questioning, Good said he never saw anyone being attacked that way during the fight between Zimmerman and Martin.
"I couldn't see that," Good said moments later while being cross-examined.
Good said he heard a noise behind his townhome in February 2012, and he saw what looked like a tussle when he stepped out onto his patio to see what was happening.
He said he yelled: "What's going on? Stop it."
Good testified he saw a person in black clothing on top of another person with "white or red" clothing. He said he couldn't see faces but it looked like the person on the bottom had lighter skin. Martin was black and was wearing a dark hoodie. Zimmerman identifies as Hispanic and was wearing a red jacket. Good was back inside calling 911 when he heard a gunshot.
"It looked like there were strikes being thrown, punches being thrown," Good said.
Later, under cross-examination, he said that it looked like the person on top was straddling the person on bottom in a mixed-martial arts move known as "ground and pound." When defense attorney Mark O'Mara asked him if the person on top was Martin, Good said, "Correct, that's what it looked like." Good also said the person on the bottom yelled for help.
Zimmerman, 29, could get life in prison if convicted of second-degree murder. Zimmerman followed Martin in his truck and called a police dispatch number before he and the teen got into a fight.
Zimmerman has denied the confrontation had anything to do with race, as Martin's family and their supporters have claimed.
Manalo, whose wife had testified earlier in the week, was the first neighbor to step outside and see what happened with his flashlight after he heard a gunshot. He took cellphone photos of a bloodied Zimmerman and Martin's body, and those photos were shown to jurors on Friday. Manalo also described Martin's hands as being under his body.
Manalo said Zimmerman didn't appear shocked and acted calmly. After police officers arrived and handcuffed Zimmerman, the neighborhood watch volunteer asked Manalo to call his wife and tell her what happened.
Manalo started to tell Zimmerman's wife that her husband had been involved in a shooting and was being questioned by police when "he cut me off and said, 'Just tell her I shot someone,'" Manalo said.
Under cross-examination, Manalo said when he asked Zimmerman what happened, the neighborhood watch volunteer told him, "I was defending myself and I shot him."
"From what you could tell at that moment, that seemed completely true?" asked defense attorney Don West.
"Yes," Manalo said.
Smith, the police officer, testified that when he saw Zimmerman after the shooting, the neighborhood watch volunteer's backside was covered in grass and wetter than his front side, bolstering defense attorneys' contention that Martin was on top of Zimmerman.
As he walked to the squad car after he had been handcuffed, Zimmerman told the officer that "he was yelling for help and nobody would come help him," Smith said.
"It was almost a defeated ... a confused look on his face," Smith said.
Smith said Zimmerman described himself as "lightheaded" during the drive to Sanford Police Station but declined an offer to take him to a hospital.
The physician's assistant who treated Zimmerman the next day said that Zimmerman complained of feeling nauseated upon reflecting what had happened. But Lindzee Folgate attributed that to psychological factors rather than any physical condition. She also said it appeared his nose was broken, but it was impossible to say for sure since no X-rays were taken. She recommended he see an ear-and-nose doctor and a psychologist.
When O'Mara asked if abrasions on his head were consistent with someone who had his had slammed into concrete, Folgate said, "it could be consistent, yes."
She also testified that Zimmerman had written on a form reciting his medical history that he was exercising three times a week by doing mixed martial arts, a statement that prosecutor Bernie de la Rionda asked her to repeat.
Paramedic Stacy Livingston, who responded to the shooting scene, testified Zimmerman had a swollen, bleeding nose and two cuts on the back of his head an inch long. When O'Mara asked if Zimmerman should have been concerned with his medical well-being because of his injuries, Livingston said, "Possibly."
When photos of Martin's body were shown on a courtroom projector during Livingston's testimony, Martin's mother, Sybrina Fulton, looked away and blinked back tears.

Rice's remarks were her only public ones on?Snowden?and came in an interview with The Associated Press as she prepared to leave the U.N. post and start her new job Monday as President Barack Obama's national security adviser.
She said it's too soon to judge whether there will be any long-term serious repercussions from the intelligence leaks by the former National Security Agency contractor who fled to Hong Kong and then Russia after seizing documents disclosing secret US surveillance programs in the US and overseas, which he has shared with The Guardian and Washington Post newspapers.
"I don't think the diplomatic consequences, at least as they are foreseeable now, are that significant," she said.
US Defense Secretary Chuck Hagel and Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, have called?Snowden's?leaks a serious breach that damaged national security. Hagel said Thursday an assessment of the damage is being done now.
"There will always be difficult issues of the day," Rice said, "and frankly this period is not particularly unique."
"I think the?Snowden?thing is obviously something that we will get through, as we've gotten through all the issues like this in the past," she said in the interview Thursday before heading to a lunch in her honor hosted by Secretary-General Ban Ki-moon.
The United States has charged?Snowden?with espionage and demanded his extradition, but China and Hong Kong let him fly to Moscow and the Russians have so far refused. The?Snowden?case has not only raised tensions with Moscow and Beijing but with many Americans concerned about the NSA collecting their Internet and phone data.
Rice dismissed commentators who say?Snowden's?disclosures have made Obama a lame duck, damaged his political base, and hurt US foreign policy, saying: "I think that's bunk."
"I think the United States of America is and will remain the most influential, powerful and important country in the world, the largest economy, and the largest military, (with) a network of alliances, values that are universally respected," she said.
Rice said Obama has "significant ambitions and a real agenda" for his second term, pointing to major speeches last week on disarmament and nonproliferation and this week on the impact of climate change.
As for?Snowden, she said, "It's often, if not always something, and US leadership will continue to be unrivaled, demanded, expected ? and reviled and appreciated around the world."
Rice, 48, is expected to bring her outspoken and aggressive negotiating style to her new, higher-profile job.
At the United Nations, she has been a bold and blunt ambassador, successfully pushing for tougher sanctions against Iran and North Korea and international intervention in Libya. But Libya ultimately caused her greatest professional disappointment when she became the face of the administration's bungled account of the terrorist attack in Benghazi that killed four Americans, including the US ambassador.
The furor scuttled Rice's long-held hopes of becoming secretary of state when it became clear she would not gain Senate confirmation to that post, which went to John Kerry.
Rice has called her 4 1/2 years at the U.N. "the best job I ever had," and told The AP she would be "hard-pressed" to think of any better place to prepare for her new post.
"You get to deal with ... literally every country under the sun, and I think you get a unique feel for the orientations, interests, styles, of a wide, wide range of countries," she said.
To succeed at the U.N., Rice said, it's crucial to form alliances and coalitions, which change depending on the issue, so a friend one day can be an opponent the next day.
Rice has sparred repeatedly with Russia's U.N. Ambassador Vitaly Churkin, who can be equally blunt. But despite being on opposite sides of the Syrian conflict, which has paralyzed council action to end the fighting, Rice said they agree perhaps 85 percent of the time.
"I like and respect him," she said. "I think he likes and respects me, and it's been a good relationship. That's why I asked him to speak at my farewell. I asked people who were important to me. He's a very smart and a very funny guy and he can be a pain in the butt, too ? and I tell him that to his face!"
At the farewell, Churkin delivered an off-the-record roast of Rice, without notes, that had some 300 diplomats, U.N. officials and journalists doubled-over in laughter.
The Syrian conflict will be near the top of Rice's agenda in Washington as will the nuclear ambitions of Iran and North Korea.
Rice said the result of Iran's presidential election earlier this month, a victory for Hasan Rouhani, a moderate who supports direct talks with Washington, "was a dramatic demonstration of the Iranian peoples' dissatisfaction with the status quo."
"To the extent that the leadership feels obliged to heed popular opinion ? obviously we would hope they would ? it may perhaps signal a readiness to move in a different direction, and if so, we would welcome it," she said.

FORT MEADE, Md. (AP) ? A military judge has ruled that prosecutors can introduce tweets suggesting an Army private took his cues from WikiLeaks in disclosing classified information.
However, Col. Denise Lind also ruled Friday against another piece of prosecution evidence in the court-martial of Pfc. Bradley Manning at Fort Meade, near Baltimore.
Lind allowed the admission of two tweets WikiLeaks posted in 2010 referring to material Manning allegedly sent to the anti-secrecy organization or stole from a Defense Department database.
But Lind says prosecutors have not authenticated a "most wanted" list that WikiLeaks purportedly posted in November 2009. She says prosecutors can still try to authenticate the list.
The list and tweets were offered as evidence that Manning aided the enemy by leaking documents he knew would be published online and seen by al-Qaida.

(Reuters) - The Supreme Court was expected to rule on Wednesday on two high-profile gay marriage cases: one on a marriage ban in California and another on a federal law that restricts the definition of marriage to a man and a woman. The justices heard arguments in the cases in March.
Following is a timeline of important events in the history of gay marriage in the United States.
1969
- The modern gay liberation movement unofficially kicks off with the Stonewall Riots, demonstrations by gays in response to a police raid in New York City.
1972
- The U.S. Supreme Court lets stand a Minnesota Supreme Court ruling that the law does not allow for same-sex marriage, and that the issue is different from interracial marriage.
1973
- Maryland becomes the first state to pass a statute banning gay marriage.
1977
- Harvey Milk becomes the first openly gay elected official in San Francisco, winning a seat on the Board of Supervisors. He later appeals to gays to come out and run for office, saying "for invisible, we remain in limbo." Milk was shot and killed in 1978.
1986

1996

- Vermont becomes the first U.S. state to allow civil unions for same-sex couples.

He said states should regulate the matter, not the federal government. Cheney serves as vice president for eight years.
2003
- The U.S. Supreme Court, in another decision written by Kennedy, strikes down Texas anti-sodomy law in Lawrence v. Texas case and reverses the 1986 Bowers ruling. Kennedy writes that this does not mean the government must recognize gay relationships. "Do not believe it," Justice Antonin Scalia dissents, saying the logic of the opinion points to allowing same-sex marriage.
- The Massachusetts Supreme Court rules in favor of same-sex marriage, and gay weddings begin in 2004.
2004
- San Francisco Mayor Gavin Newsom directs the county to allow same-sex marriages, arguing the state's voter-approved ban on gay marriage, Proposition 22, is unconstitutional. The state Supreme Court stops the weddings on grounds unrelated to the constitutionality of marriage.
2005
- U.S. northern neighbor Canada allows gay marriage.
2008
- California gay marriages become legal when the California Supreme Court strikes down the Proposition 22 ban. That November, voters add a ban to the state constitution - Proposition 8 - ending a summer of gay marriage.
2009
- Iowa state Supreme Court legalizes same-sex marriage.
- Federal court challenge to Proposition 8 filed, days before California Supreme Court lets Proposition 8 stand as a valid change to the state constitution. Eventually, federal district and appeals courts agree to strike down the ban, which heads to the U.S. Supreme Court.
2010
- The U.S. Congress passes legislation to end a policy put in place in 1993 called "don't ask don't tell" that had barred gays from serving openly in the U.S. military. President Barack Obama signs the measure. The policy officially ends in 2011.
2012
- Obama becomes the first U.S. president to endorse gay marriage, acknowledging that his views on the matter had evolved.
- North Carolina approves a constitutional amendment to ban gay marriage in May. In November, Maine, Maryland and Washington become the first states where voters approve same-sex marriage, and Minnesota rejects a new ban.
2013
- The U.S. Supreme Court in March hears oral arguments on the constitutionality of California's Proposition 8 and the federal Defense of Marriage Act.
- The Boy Scouts of America organization votes in May to lift a century-old ban on openly gay scouts in a victory for gay rights activists. A prohibition on openly gay adult leaders remains in place.
- Minnesota, Rhode Island and Delaware in May become the latest U.S. states to allow same-sex couples to marry, bringing to 12 the number of states permitting it. The other states allowing same sex marriage are: Connecticut, Iowa, Maine, Maryland, Massachusetts, New York, New Hampshire, Vermont and Washington state, as well as the District of Columbia.

Sheri was the first (fake) victim on the "Whodunnit?" premiere.
As the premiere episode of ABC's reality TV murder mystery "Whodunnit?" opened Sunday night, a voiceover explained that the contestants knew they were there to play a game, but "what they don't know is: The game is murder."
As it turned out, the contestants weren't the only ones who didn't quite know all the details. For instance, viewers knew the show was a murder mystery, but it's now clear what many of them didn't know was that the murders weren't real.
That's right, despite the fact that killing off contestants would be illegal (and, of course, just plain wrong), some believed that two players might have actually been killed as part of the show.
Concerned viewers even took to Twitter after the first person, Sheri, met her (not really) final fate.
Even after contestant Melina said, "In my heart, I know it's not a dead body, but it feels too real," some viewers remained suspicious.
When Dontae fled the "Whodunnit?" mansion in flames at the end of the show, even more shocked viewers tweeted their fears.
Of course, there was no need to worry about anyone. The mystery -- not the murder -- is the reality in this competition.

There's a new pest invading many American towns, and it's about as menacing as it sounds: the Asian tiger mosquito.
Named for the black-and-white stripes on its body, the Asian tiger mosquito (Aedes albopictus) was first brought to Texas in a shipment of tires (which are notorious for holding the standing water that mosquitoes require for breeding), the Wall Street Journal reports.
The bug is worrisome for several reasons: Unlike other mosquitoes, the aggressive Asian tiger bites all day long, from morning until night. It has a real bloodlust for humans, but also attacks dogs, cats, birds and other animals. [Sting, Bite, Destroy: Nature's 10 Biggest Pests]
"Part of the reason it is called 'tiger' is also because it is very aggressive," Dina Fonseca, associate professor of entomology at Rutgers University, told the Journal. "You can try and swat it all you want, but once it's on you, it doesn't let go."
The Asian tiger mosquito joins other insects now threatening U.S. residents. Gallinippers (Psorophora ciliata), for example, are a type of shaggy-haired mosquito whose bite reportedly feels like being stabbed; they're currently found throughout much of Florida.
But few insects are as effective at spreading illness as the Asian tiger mosquito. The pest transmits more than 20 diseases, according to the Cornell Chronicle, including West Nile fever, dengue fever, yellow fever and two types of encephalitis.
Additionally, the mosquitoes transmit the chikungunya virus, the Chronicle reports. Though the disease is rarely fatal, chikungunya causes debilitating symptoms, including severe joint pain, fever, achiness, headache, nausea, vomiting, rash and fatigue.
There's no vaccine to prevent chikungunya and no treatment; people usually recover in a few weeks. But while they're infected with the virus, they can be bitten again by another mosquito, which could then spread the disease to someone else, according to the Centers for Disease Control and Prevention (CDC).
Since its introduction to the United States in the 1980s, the Asian tiger mosquito has spread to 26 states, primarily in the eastern United States, the CDC reports. The bug is also established in South and Central America, southern Europe and several Pacific islands.
Part of its success at spreading throughout the world is due to a warming climate, but the Asian tiger mosquito has one other pesky adaptation: Its eggs are tough enough to survive a cold winter, according to Science News.
If there's a silver lining to this story, it might be this: The Asian tiger mosquito is displacing another disease-carrying mosquito species, Aedes aegypti. Every time a male Asian tiger mosquito mates with a female A. aegypti, chemicals in his semen make her sterile, Science News reports.
But this also means Asian tiger mosquitoes are expanding their territory. Experts recommend removing all sources of standing water, wearing insect repellent and covering up with long sleeves and pants to avoid the bloodthirsty mosquitoes ? and the diseases they spread.

DENVER (AP) ? At long last, Brian Shaw is getting his first chance to coach an NBA team.
The former guard for the Los Angeles Lakers and Phil Jackson pupil has agreed to succeed George Karl as coach of the Denver Nuggets, a person familiar with the negotiations told The Associated Press.
The person spoke to the AP on condition of anonymity Monday night because the deal hadn't been officially announced.
Still, it was the buzz of the basketball world.
"I think the Nuggets are going to benefit from his tenure," Jackson tweeted.
"So great to see Brian Shaw rewarded with this long overdue opportunity," Pacers coach Frank Vogel told The AP in a text. "Congrats to Brian and the Nuggets. Denver just got one of the best head coaches this league will see for years to come."
The Denver Post first announced the agreement with Shaw, the Indiana Pacers assistant who told the newspaper he's been "prepared by the best of the best" for his first NBA head coaching job, adding "I feel like I've waited and paid my dues."
Shaw is a longtime assistant who has interviewed about a dozen times for head coaching positions but kept coming up short until Monday.
He beat out Lionel Hollins, the former Memphis Grizzlies coach.
The Nuggets called a news conference for Tuesday afternoon, where team president Josh Kroenke and newly hired general manager Tim Connelly will introduce their new coach.
Shaw replaces Karl, who was ousted June 6 just weeks after winning the league's Coach of the Year award.
Shaw inherits a young team loaded with talent that won a franchise-record 57 games but lost Danilo Gallinari to a knee injury down the stretch and bowed out in the first round of the playoffs for the ninth time in 10 years.
Gallinari recently underwent surgery and is expected back in December.
The Nuggets have been a state of flux all summer after they were knocked off by the Golden State Warriors in six games in the first round of the playoffs.
First, Masai Ujiri, who engineered the win-win trade of Carmelo Anthony to the New York Knicks, left the Nuggets' front office for the GM job in Toronto. Ujiri was the league's Executive of the Year.
Less than a week later, Kroenke fired Karl.
Ujiri's right-hand man, Pete D'Allesandro, then took the Sacramento Kings' GM job and took Denver executive Mike Bratz with him.
Also, the Nuggets' top perimeter defender, Andre Iguodala, decided to opt out of the final year of his contract to become an unrestricted free agent, although he could return to Denver on a five-year deal while the most he could get elsewhere is a four-year contract.
Shaw, 47, owns five NBA championship rings as a player and assistant coach. A first-round draft pick by the Boston Celtics in 1988, Shaw played for eight teams in his 14 NBA seasons.
As Vogel's top assistant, Shaw drew praise for his work with rising star Paul George last season. The Pacers forward was an All-Star and helped lead Indiana to the Eastern Conference finals, where they took the eventual champion Miami Heat to seven games.
Although he has deep roots with the triangle offense that Jackson featured with the Chicago Bulls and the Lakers, Shaw told the Denver Post he won't use that system with the Nuggets, who thrived in a fast-paced, free-flowing system under Karl.
Shaw played at St. Mary's and UC Santa Barbara before an NBA career that lasted from 1988 to 2003. He was a member of the Lakers' three championship teams in the early 2000s and Jackson hired him as an assistant after he retired.
He won two more titles with L.A. as an assistant coach and when Jackson retired from the Lakers in 2011, Kobe Bryant voiced his support for Shaw becoming Jackson's successor, but he was passed over for that promotion.

Top speed depends on how much time and effort builders are willing to put into their mowers. Racing mowers are broken up into classes ranging from super-stock to super-modified, based on the horsepower and modifications. "Mild to wild and everything in between," is the way Kaufman puts it. Super-stock mowers must be virtually straight off the factory floor, while super-modified, or prepared, mowers can have all kinds of work done to them, including removing the governor and modifying the drivetrain and engine. The higher classes of mowers can reach as high as 60 mph on the track. Given the crazy speeds, kill switches must be installed and attached to the rider by a tether during a race.
A sense of adventure and a knack for tinkering unites these racers. "It's a thing you by and large build yourself," Kaufman says. "You build it, you race it, you share secrets of the trade." Most riders aren't looking to use lawnmower racing as a launching point into other forms of motor sport. They do it because they love it.
Take Bobby Cleveland, the world land-speed-record holder with a lawnmower. He started with a normal 20-hp V-twin Snapper lawn tractor. After making modifications that included increasing the gear ratio and turn radius, he coaxed 45 hp from the engine?enough to break the speed record in 2010 by rocketing across the Bonneville Salt Flats at 96.529 mph. Cleveland, a nine-time USLMRA champion, says he has three requirements when it comes to lawn mowers. "Number one, I want it to look good; number two, I want it to sound good; number three, I'll make it go fast."
How do you make a mower deal with all that power? Evans, who helped Cleveland modify his record-setting mower, says that the front ends on standard lawnmowers aren't suited to handle the high-speed turns in racing. Stiffening up the frame or building a stronger one is the first mod many riders make. The engine is fair game as well. Riders can regrind the camshaft, put in bigger valves, and install different pistons. Riders can change the duration on the valves, making them stay open longer and allowing more fuel into the engine, resulting in a greater explosion inside the cylinder for that extra giddyup."The whole goal is to get as much air and gas into the motor so you can get more power out," Evans says.
Other mods: Stock billet rods won't last under the added pressure of a souped-up engine. They'll last until only about 6000 rpm?anything more than that will wreck the engine. Evans suggests replacing those and the billet flywheels to take the rotation pressure off the engine.
Racers have to use lawnmower tires, but they can install stronger all-terrain-vehicle or go-kart wheels. Swapping in bigger brakes is a must, too. And other specialized parts are available. Evans says that companies like Precision Cams will modify an existing camshaft or sell a new one specifically for mower racing, which can cost up to $150.

WASHINGTON ? President Barack Obama's national plan to combat climate change will include the first-ever regulations to limit carbon dioxide emissions from existing power plants, as well as increased production of renewable energy on public lands and federally assisted housing, environmental groups briefed on the plan said Monday.
In a major speech Tuesday at Georgetown University, Obama will announce that he's directing his administration to allow enough renewables on public lands to power 6 million homes by 2020, effectively doubling the capacity from solar, wind and geothermal projects on federal property. He'll also say the U.S. will significantly expand production of renewable energy on low-income housing sites, according to five individuals briefed on the plan, who were not authorized to discuss it publicly ahead of Obama's announcement and spoke on condition of anonymity.
The far-reaching plan marks Obama's most prominent effort yet to deliver on a major priority he laid out in his first presidential campaign and recommitted to at the start of his second term: to fight climate change in the U.S. and abroad and prepare American communities for its effects. Environmental activists have been irked that Obama's high-minded goals never materialized into a comprehensive plan.
In taking action on his own ? none of the steps Obama will announce Tuesday require congressional approval ? Obama is also signaling he will no longer wait for lawmakers to act on climate change, and instead will seek ways to work around them.
The lynchpin of Obama's plan, and the step activists say will have the most dramatic impact, involves limits on carbon emissions for new and existing power plants. The Obama administration has already proposed controls on new plants, but those controls have been delayed and not yet finalized. Tuesday's announcement will be the first public confirmation that Obama plans to extend carbon controls to coal-fired power plants that are currently pumping heat-trapping gases into the atmosphere.
"This is the holy grail," said Melinda Pierce of Sierra Club, an environmental advocacy group. "That is the single biggest step he can take to help tackle carbon pollution."
Forty percent of U.S. carbon dioxide emissions, and one-third of greenhouse gases overall, come from electric power plants, according to the U.S. Energy Information Administration, the Energy Department's statistical agency.
Obama is expected to lay out a broad vision Tuesday, without detailed emission targets or specifics about how they will be put in place. Instead, the president will launch a process in which the Environmental Protection Agency will work with states to develop specific plans to rein in carbon emissions, with flexibility for each state's circumstances. Under one scenario envisioned by the Natural Resources Defense Council, an environmental group, states could draw on measures such as clean energy sources, carbon-trapping technology and energy efficiency to reduce the total emissions released into the air.
Obama also will announce more aggressive steps to increase efficiency for appliances such as refrigerators and lamps, according to people briefed on the plan. Another component of Obama's proposal will involve ramping up hydropower production from existing dams.
Heather Zichal, Obama's senior energy and climate adviser, told environmental groups Monday that Obama is working with Housing and Urban Development Secretary Shaun Donovan on a target for renewable energy to be produced at federally assisted housing projects.
She framed the Obama's efforts in the U.S. as part of a broader, global movement to combat climate change, trumpeting the role the U.S. can play in leading other nations to stem the warming of the planet.
Paul Bledsoe, who worked on climate issues in the Clinton White House, said Zichal renewed a pledge Obama made in in his first year in office, during global climate talks in Copenhagen, to cut U.S. carbon emissions by about 17 percent by 2020, compared to 2005 levels.
"This is a policy fulfillment of what the president has been talking about and trying to accomplish for five years or more," said Bledsoe, now a senior fellow at the German Marshall Fund of the United States.
One key issue Obama is not expected to address Tuesday is Keystone XL, a pipeline that would carry oil extracted from tar sands in western Canada to refineries along the Texas Gulf Coast. A concerted campaign by environmental activists to persuade Obama to nix the pipeline as a "carbon bomb" appears to have gained little traction. The oil industry has been urging the president to approve the pipeline, citing jobs and economic benefits.
Obama raised climate change as a key second-term issue in his inaugural address in January, but has offered few details since. In his February State of the Union, he issued an ultimatum to lawmakers: "If Congress won't act soon to protect future generations, I will."
The poor prospects for getting any major climate legislation through a Republican-controlled House were on display last week when Speaker John Boehner responded to the prospect that Obama would put forth controls on existing power plants by deeming the idea "absolutely crazy."
"Why would you want to increase the cost of energy and kill more American jobs?" said Boehner, R-Ohio, echoing the warnings of some industry groups.
Sidestepping Congress by using executive action doesn't guarantee Obama smooth sailing. Lawmakers could introduce legislation to thwart Obama's efforts. And the rules for existing power plants will almost certainly face legal challenges in court. The Supreme Court has upheld the EPA's authority to regulate greenhouse gases under the Clean Air Act, but how the EPA goes about that effort remains largely uncharted waters.
Even if legal and political obstacles are overcome, it will take years for the new measures to be put in place, likely running up against the end of Obama's presidency or even beyond it. White House aides say that's one reason Obama is ensuring the process starts now, while there are still more than three years left in his final term.
Under the process outlined in the Clean Air Act, the EPA cannot act unilaterally, but must work with states to develop the standards, said Jonas Monast, an attorney who directs the climate and energy program at Duke University. An initial proposal will be followed by a months-long public comment period before the EPA can issue final guidance to states. Then the states must create actual plans for plants within their borders, a process likely to take the better part of a year.
Then the EPA has another four months to decide whether to approve each state's plan before the implementation period can start.

They fought in Iraq or Afghanistan, and now they're facing a different kind of enemy at home: The government's frequently shocking delays in processing veterans' disabilities claims. One frustrated advocacy group -- Iraq and Afghanistan Veterans of America -- has put together a new interactive tool to show the American public that "behind every piece of data is a person."
The piece of data is this: The 1,768 veterans profiled on "The Wait We Carry" have waited an average of 546 days to get their benefits. The tool lets you narrow down the list by home state, conflict, and other details. They can share their names, though many do not. The tool allows you to reach out to an individual veteran. And it lets veterans, in turn, share their stories. Post-traumatic stress disorder. Scarring. Burns. Shrapnel. Bad backs. Bad knees.
They aren't all horror stories -- some veterans waited a relatively brief stretch.
But some are grim.
IAVA spotlighted Jonathan Goodman, who served in the Marines and did two tours in Iraq, earning a Purple Heart for wounds suffered in a suicide bomb blast in 2004. Come July 1, 2013, the Tulsa, OK, resident will have waited a full year after filing a claim for traumatic brain injury, chronic migraines and other ailments.
The local VA hospital provides him with medical treatment, but the delay has left him taking extra work shifts while his wife puts in longer hours, IAVA said.
?It's sad to see so many veterans come back and apply for this disability benefits and then wait so long to get a response. It can send a lot of veterans into a downward spiral," said Goodman. ?Veterans need to get the help they've earned. They shouldn't be put on the back burner."
(Why the "extra work shifts"? Goodman replied via IAVA: "Getting the disability compensation would allow us to live a more normal life, allow me to focus on school, and let my wife cut back on her hours.")
On June 4, the White House said that President Barack Obama is "deadly serious" about wiping out the massive backlog in veterans' disability benefits claims by 2015.
The problem predates Obama's arrival in office. But solutions have been slow in coming. In early June, according to IAVA figures, 865,265 veterans had disability claims pending with Veterans Affairs as of May 25. And 575,825 had been waiting for at least 125 days. It's an issue that has attracted attention from various quarters?including a devastating report from "The Daily Show."
"The wait we carry" recalls the Veterans Administration motto, pulled from Abraham Lincoln's second inaugural address, in which he affirmed the nation's duty "to care for him who shall have borne the battle and for his widow, and his orphan."

WINSTON-SALEM, North Carolina (Reuters) - North Carolina's governor, hoping to resume executions in his state, on Wednesday signed the repeal of a law that has allowed death row inmates to seek a reduced sentence if they could prove racial bias affected their punishment.
The Racial Justice Act, the only law of its kind in the United States, had led to four inmates getting their sentences changed to life in prison without parole after taking effect in 2009.
Supporters said the historic measure addressed the state's long record of racial injustice in its capital punishment system, while critics said it caused unnecessary costs and delays after nearly all death-row inmates, including whites, sought relief under the act.
Governor Pat McCrory, a Republican, said repealing the law would remove the "procedural roadblocks" that had kept North Carolina from executing anyone since 2006 despite there being 152 people on death row.
"The state's district attorneys are nearly unanimous in their bipartisan conclusion that the Racial Justice Act created a judicial loophole to avoid the death penalty and not a path to justice," McCrory said.
Republican lawmakers gutted the Racial Justice Act, passed when Democrats controlled the legislature and governor's office, after winning the majority in the state's General Assembly.
The American Civil Liberties Union of North Carolina criticized the repeal on Wednesday and accused state leaders of ignoring widespread evidence of systemic racial bias.
Statistics show that of the 152 people on death row in North Carolina, 80 are black, 62 are white and the remainder fall into other racial categories in a state where African Americans overall make up around a fifth of the population.
The repeal applies retroactively to cases with pending Racial Justice Act claims, a factor certain to result in additional legal wrangling, one death penalty expert said.
"To me, it's a violation of due process," said Mark Rabil, director of Wake Forest University law school's Innocence and Justice Clinic in Winston-Salem. "I don't really know what the legislature thinks they've done with our money other than buy a lot more litigation."

EVERGREEN, Colo. (AP) ? A new wildfire in the foothills southwest of Denver forced the evacuation of dozens of homes Wednesday as hot and windy conditions in much of Colorado and elsewhere in the West made it easy for fires to start and spread.
The Lime Gulch Fire in Pike National Forest was small but devouring trees about 30 miles southwest of Denver in southern Jefferson County. More than 100 people within three miles of the fire were ordered to leave, but no structures appeared to be threatened, Jefferson County Sheriff Ted Mink said. The evacuation order was later extended to the unincorporated township of Buffalo Creek.
"The good news is, it's a very sparsely populated area as far as houses go," Mink said.
He said the fire might have been sparked by lightning a day earlier, then quickly grew to an estimated 150 to 200 acres Wednesday in high winds.
The fire zone was in steep, heavily forested mountain terrain, south of where last year's Lower North Fork Fire damaged and destroyed 23 homes and killed three people. That fire was triggered by a prescribed burn that escaped containment lines.
The blaze came as up to 600 Arizona firefighters battled a nearly eight-square-mile wildfire in Prescott National Forest that was zero percent contained. It erupted Tuesday afternoon and led to the evacuation of 460 homes. A large blaze in New Mexico, meanwhile, charred southern New Mexico's Gila National Forest and grew to 47 square miles.
In Colorado, some evacuees said they were ready to leave Wednesday in minutes, having practiced fire evacuations after last year's Lower North Fork Fire.
Karalyn Pytel was home vacuuming with her 6-year-old daughter when her husband reached her to notify her they needed to leave. The 34-year-old said she and her daughter were out of the house quickly.
She grabbed her daughter's favorite blanket, plus a laptop computer, a jewelry box and some family heirlooms.
"I grabbed a laundry basket and just threw stuff in it. I don't even know what clothes they are," Pytel said while filling out paperwork at an evacuation center.
Two U.S. Air Force Reserve C-130s arrived quickly to drop slurry around the fire in Colorado. The specially-equipped cargo planes, attached to the 302nd Airlift Wing at Peterson Air Force Base, were operating out of Rocky Mountain Metropolitan Airport in suburban Denver, said Airlift Wing spokeswoman Ann Skarban at Peterson.
The C-130s had just finished duty on Sunday fighting a 22-square-mile wildfire near Colorado Springs that destroyed 509 homes and killed two people. More than 960 fire personnel at the Black Forest Fire contended with wind gusts Wednesday as they tried to contain the fire and find and extinguish hot spots.
In Black Forest, northeast of Colorado Springs, authorities said Marc and Robin Herklotz were killed as the fire erupted June 11. Their bodies were found in their garage by a car, as if they were trying to flee, El Paso County Sheriff Terry Maketa has said.
Marc Herklotz, 52, and Robin Herklotz, 50, worked at Air Force Space Command, which operates military satellites, and were based at Schriever Air Force Base in Colorado Springs, the Air Force said. Marc Herklotz entered the Air Force in 1983 but most recently was working as a civilian employee. Robin Herklotz was an Air Force contractor.
Also Wednesday, in western Colorado, a wind-driven wildfire southeast of Rangely prompted the evacuation of a youth camp as a precaution. Rio Blanco County Undersheriff Michael Joos said the camp wasn't in immediate danger, but about 40 kids and a half dozen adults were asked to leave due to high winds.
Back in Evergreen, Pytel was asked whether Wednesday's evacuation has made her rethink living in a mountainous area at high risk for wildfires. Pytel said her family discussed moving after last year's wildfire but dismissed the idea.
"No matter where you go, really, it's always something. It's either a tornado, a hurricane, an earthquake (or) a fire. For us, it's our tornado," Pytel said.
