PARIS (Reuters) - Niger's foreign minister urged major powers on Thursday to act against Islamist militants who had found shelter in Libya's vast southern desert and, he said, posed a growing threat to neighbouring countries.
Mohamed Bazoum, in Paris to meet his French counterpart Laurent Fabius, said Niger had information that Islamists who had been driven out of northern Mali by a French-led intervention force were setting up bases in Libya's lawless south.
"We always thought there were two areas that needed to be dealt with: Mali and Libya," Bazoum told Reuters in an interview.
"Mali has been settled, but Libya is far from being resolved, and today we think Libya is one of the biggest international terrorism bases."
The Libyan government, already struggling to impose security two years after the overthrow of Muammar Gaddafi, has said it is worried about an influx of the al Qaeda-linked fighters who had seized control of Mali's northern two-thirds last year.
Several Islamist and separatist rebel groups have already taken advantage of the chaos in Mali, and the 'Arab Spring' overthrow of Gaddafi and other autocrats, to build up their arsenals and move freely back and forth over the unsecured borders of North and West Africa.

Niger, which adjoins Libya to the south and has also fought Islamists at home, contributed troops to a U.N.-mandated African force in Mali. It also hosts French and U.S. military personnel on its soil.
"Southern Libya is not under the control of the state and we have information that suggests that a certain number of jihadists are now in this area," Bazoum said.
The Malian crisis was itself in part triggered by an influx of tribal fighters armed by Gaddafi after France, Britain, the United States and others helped rebels to overthrow him.
Bazoum said the major powers that had played a role in ousting Gaddafi and as a consequence destabilising the region had to ensure that stability and democracy prevailed in Libya.
"It's Libya as a whole and the south especially," he said. "I don't feel there is a great effort by the international community to stabilise Libya."
Another of Libya's neighbours, Chadian President Idriss Deby, last week accused it of letting mercenaries intent on destabilising Chad set up a training camp - an accusation Libyan authorities denied.
France, Britain, Turkey and other countries are providing technical support and equipment to help Libya secure its borders, and the European Union is sending a mission in June to train Libyan border personnel.
France convened delegations in February in Paris from the United States, Britain, Arab nations, the United Nations and European Union to discuss ways to stabilise Libya, though nothing tangible appeared to have been decided.
"As long as the Libyan state is a state that is unable to control its borders, there is a risk," Bazoum said. "These bases, because they are terrorists', they will be a threat for Libya's immediate neighbours."

We stopped by the showroom and snagged a few minutes with the crew to take a look at their creation: an 18-pound, untethered, self-powered exoskeleton arm constructed for less than $2,000.
To wield the contraption, users attach the cable-driven mechanical appendage to themselves with straps from a military-grade hiking backpack, and guide it with a thumbstick on a nunchuck-like controller. If a load needs to be held in place, the wearer can jab a button on the hand-held control to apply a brake. A Beagle Bone drives the logic for the setup, and it can stream data such as range of motion wirelessly to a computer. As for battery-life, they group says the upper-body suit has previously squeezed out over 24 hours of use without having to recharge.

Getty ImagesThe ongoing debate about how a gay NFL player would be treated in the locker room has largely focused on the idea that times are changing, and that acceptance of a gay player would be a modern development. But it?s often overlooked that the ultimate example of the old-school football coach was also perfectly fine with having gay players on his team.
Multiple players who played for Vince Lombardi, the legendary former Packers and Redskins coach, say that he knew some of his players were gay, and that not only did he not have a problem with it, but he went out of his way to make sure no one else on his team would make it a problem.
In 1969, Lombardi?s Redskins included a running back named Ray McDonald, who in 1968 had been arrested for having sex with another man in public. In the Lombardi biography When Pride Still Mattered, author David Maraniss writes that Lombardi told his assistants he wanted them to work with McDonald to help him make the team, ?And if I hear one of you people make reference to his manhood, you?ll be out of here before your ass hits the ground.?
Lombardi?s daughter Susan told Ian O?Connor of ESPNNewYork.com that her father would have been thrilled to have a player like Jason Collins, the NBA center who publicly revealed this week that he is gay.
?My father was way ahead of his time,? Susan Lombardi said. ?He was discriminated against as a dark-skinned Italian American when he was younger, when he felt he was passed up for coaching jobs that he deserved. He felt the pain of discrimination, and so he raised his family to accept everybody, no matter what color they were or whatever their sexual orientation was. I think it?s great what Jason Collins did, because it?s going to open a lot of doors for people. Without a doubt my father would?ve embraced him, and would?ve been very proud of him for coming out.?
Dave Kopay, the first former NFL player to come out, also played on those 1969 Redskins, and he says that while he never told Lombardi, he believes Lombardi knew not only that Kopay was gay, but that Kopay and another Redskins player, Jerry Smith, were in a romantic relationship.
?Lombardi protected and loved Jerry,? Kopay told O?Connor.
Lombardi?s brother Harold was gay, and when Harold died in July of 2011 he was survived by his partner of 41 years ? meaning their relationship began just before Vince died in September of 1970. As noted by Doug Farrar of Yahoo! Sports, Vince knew Harold was gay and didn?t just believe in ?tolerance? but believed strongly that discrimination against gay people was wrong, just as he was angered when he saw mistreatment of his black players, or discrimination against his fellow Italian-Americans.
If a coach who was considered old-fashioned even by the standards of the 1960s accepted gay players in his locker room, the idea that gay players couldn?t be accepted in an NFL locker room in 2013 is both silly and sad.

'Star Wars' being dubbed into Navajo language

The largest Native American tribe in the United States is seeking to dub the classic 1977 movie "Star Wars" movie in Navajo as a way to help preserve its traditional language.
Fluent Navajo speakers have been invited for a casting call in Window Rock in northern Arizona on Friday and Saturday to dub the roles of Luke Skywalker, Han Solo, Princess Leia and others, tribal officials said.
Manuelito Wheeler, the director of the Navajo Nation Museum, said he first came up with the idea 13 years ago as a way to preserve the consonant-rich Navajo language, believed to be spoken by about 170,000 people, according to government figures.
"We thought this would be a provocative and effective way to help try to preserve the language and at the same time preserve the culture," Wheeler told Reuters. "What better movie to do this than ?Star Wars?'"
Wheeler said he believes the popular science fiction movie will resonate with the Navajo people with its universal theme of good versus evil.
The project was given the go-ahead about 18 months ago.
A team of five Navajos then spent 36 hours translating the original script, hampered by the many words in English that do not translate word for word into Navajo. Instead, several words in Navajo are sometimes needed to convey the proper meaning.
For example, he said there is no direct translation for "May the force be with you," one of the most recognizable lines in the movie.
Wheeler declined to reveal the Navajo words used for that and other catch-phrases, as a way to "build momentum" leading up to the movie.
"What we want to avoid is like the Kung Fu movies of the past where the lips didn't match up with the words they were speaking," he said.
Casting for the voices of the movie's major roles will be held at the museum in Window Rock. About 75 people have registered to audition.
The finished movie, which will include English subtitles, will be shown during the tribe's Fourth of July celebration in Window Rock and again in September at the Navajo Nation Fair.
